Four-Tier Video Interview System for Guizhou Provincial Bureau of Letters and Calls

IFREECOMM has deployed over 1,100 terminal devices for the Guizhou Provincial Petition Bureau, building a province-city-county-township four-tier linked video petition system. Citizens can now file petitions remotely with the provincial bureau directly from their townships, effectively resolving the long-standing difficulty of petitioning and comprehensively improving both the quality and efficiency of petition case handling.

Four-Tier Video Interview System for Guizhou Provincial Bureau of Letters and Calls — Background

Project Background

1. Difficult, Costly In-Person Petitioning Guizhou's mountainous terrain and inconvenient transportation make it a long, time-consuming, and expensive journey for citizens from townships to the provincial capital to file petitions in person. A "nearby, local" remote petition channel is urgently needed, enabling citizens to meet "face-to-face" with provincial authorities directly from their own townships.

2. Blocked Petition Channels Following the establishment of the Provincial Mass Work Center, the number of petitioners from cities, counties, and townships has gradually increased. Traditional petition windows have limited capacity. A video petition system is required to open up four-level petition channels, achieving the principles of "convenience for citizens, localized management, and tiered responsibility."

3. Low Processing Efficiency Petition matters involve multi-level routing and coordination. Paper-based workflows have long cycles and are prone to information distortion. Real-time four-level audio/video linkage is needed to enable synchronized petition reception and collaborative handling across provincial, municipal, county, and township levels — significantly shortening processing times.

4. Insufficient Process Transparency Under traditional petitioning, citizens struggle to track case progress in real time. The system must support remote petition observation, video conferencing, and other features to ensure "openness, transparency, and standardized procedures," thereby building public trust.

5. Emergency Petition Handling Sudden or mass petition events require rapid response. The system must include emergency handling capabilities, allowing the provincial bureau to instantly pull live feeds from any lower-level petition room and remotely convene relevant leadership for coordinated resolution.

6. Province-Wide Large-Scale Terminal Coverage Petition work involves thousands of units across four administrative levels (province, city, county, township). Deploying 1,100+ terminal devices is required to achieve full provincial coverage and a standardized, centrally managed petition network.

Implementation Outcomes

1. Four-Level Full Coverage, "Zero Distance" for Citizens Deploys 1,100+ terminal devices covering all petition units across the four administrative levels (province, city, county, township). Citizens can now petition the provincial bureau "face-to-face" remotely from their own townships, fundamentally solving the long-standing challenges of difficult and costly in-person petitioning.

2. End-to-End Traceability of Video Petition Sessions The entire remote video petition process is recordable, replayable, and auditable, ensuring "openness, transparency, and standardized procedures." This enhances public trust in petition handling while providing a complete evidence chain for subsequent reviews and appeals.

3. Remote Observation of Petition Sessions Higher-level authorities can observe any lower-level petition room's video sessions in real time, providing supervision and guidance without on-site visits. This reduces administrative costs while strengthening oversight of grassroots petition operations.

4. Rapid Response for Emergency Petitions In the event of sudden or mass petition incidents, the provincial bureau can instantly access live feeds from any lower-level petition room and remotely convene relevant leadership for coordinated handling — resolving conflicts at the grassroots level and at an early stage.

5. Multi-Function Integrated Platform A single system simultaneously supports multiple business scenarios including video petitions, remote training, conference convening, and emergency response — eliminating redundant infrastructure and maximizing resource utilization.

6. Unified Standards and Tiered Management Adhering to the principles of "citizen convenience, local resolution, territorial management, and tiered responsibility," the four-level system maintains unified technical standards and a centralized management interface. Petition units at all levels access the system based on assigned permissions, ensuring province-wide cohesion while preserving grassroots flexibility.
