IFREECOMM has delivered the Lingmou quadruped robot to the Chongqing Municipal Emergency Management Bureau for unmanned reconnaissance and rescue operations at high-hazard disaster sites. As the Ministry of Emergency Management's benchmark fire-fighting robot dog pilot project, the first phase has already been deployed in real-world operations, with subsequent expansion planned across the city's fire-fighting forces and nationwide rollout thereafter.

Project Background

1. Unmanned Replacement in High-Hazard Environments Forest fires, hazardous chemical incidents, and similar scenarios involve extreme heat, toxic gases, explosions, and structural collapse risks. There is an urgent need to deploy robots in place of fire and rescue personnel to enter the most dangerous zones for reconnaissance and intervention, eliminating casualties at the source.

2. All-Scenario Traversability in Complex Terrain Chongqing's mountain-city terrain is highly complex; disaster sites are predominantly unstructured environments — stairs, rubble, cave tunnels, narrow passages — where traditional wheeled/tracked equipment performs poorly. Quadruped robots with all-terrain adaptive capabilities are essential.

3. Ultra-Low-Latency Remote Teleoperation Disaster sites feature severe electromagnetic interference and signal blockage. Traditional communication solutions suffer from high latency and frequent disconnections. A millisecond-level (≤35ms) ultra-low-latency video backhaul and remote control system is critical to ensure precise "what-you-see-is-what-you-get" teleoperation.

4. Multimodal Situational Awareness and Decision-Making Under low-visibility conditions such as thick smoke and darkness, real-time situational awareness must be built through multi-sensor fusion — LiDAR 3D modeling, dual-spectrum thermal imaging, and toxic/combustible gas detection — with second-level AI early warning to assist command decision-making.

5. Rapid Reconnaissance and Search & Rescue During the golden rescue window, the robot must quickly complete fireground reconnaissance, locate trapped victims, and identify fire hazards — requiring autonomous navigation, target recognition, and two-way voice intercom capabilities to significantly improve search and rescue efficiency.

6. Scalable Deployment and Multi-Robot Collaboration A single unit has limited capability. Coordinated formations of search & rescue, fire suppression, and support robots are needed, integrated through the "Digital Emergency" platform for unified access — enabling standardized, large-scale deployment and dispatch of city-wide fire-fighting forces.

Implementation Outcomes

1. "Lingmou" Ultra-Low-Latency Core Technology (≤35ms) Industry-leading ultra-low-latency video transmission technology with end-to-end latency of ≤35ms, enabling precision beyond-visual-line-of-sight (BVLOS) remote teleoperation — far surpassing conventional industry solutions (200–500ms) and maintaining stable, reliable performance even in complex electromagnetic environments.

2. Multimodal Sensor Fusion Four LiDAR units + dual-spectrum PTZ camera + panoramic camera + gas sensors + thermal imaging — capable of building real-time 3D environmental models under thick smoke and darkness, with second-level AI early warning for anomalies such as fire, smoke, and toxic gases.

3. All-Terrain Adaptive Locomotion Quadruped/wheeled-legged hybrid architecture adapted to Chongqing's unique mountain-city terrain — stair climbing, rubble traversal, and narrow-space navigation — with intelligent adaptive gait switching.

4. Integration with the "Digital Emergency" Platform Real-time robot data feeds into the Chongqing Municipal Emergency Management Bureau's digital command platform, deeply integrated with the existing emergency command system to enable unified dispatch and shared situational awareness.

5. Modular Quick-Release and Swappable Payloads The rear-mounted intelligent controller supports hot-swapping, enabling rapid replacement of mission payloads such as gas sensors, fire suppression modules, and cargo delivery boxes. Supports OTA remote upgrades — one platform, multiple missions, continuous evolution.

6. Benchmark Demonstration with Nationwide Scalability As the Ministry of Emergency Management's benchmark fire-fighting robot dog pilot project, successful real-world validation in the first phase will drive expansion across the city's fire-fighting forces, with a nationwide replication potential exceeding RMB 80 million.
