IFREECOMM has delivered a "one-stop" digital distributed multimedia converged management system for the Benxi Municipal Public Security Bureau, covering the 110 call center, command center, operations center, anti-fraud center, video control center, and other key venues. The system integrates eight major subsystems — including 4K video conferencing, video wall processing, digital conferencing, distributed management, central control, and recording/broadcasting — enabling round-the-clock, comprehensive IT-driven collaborative management and control.
Project Background
1. Unified Multi-Center Management The Public Security Bureau operates multiple specialized venues — 110 Call Center, Command Center, Operations Center, Anti-Fraud Center, Video Control Center, and multi-function conference rooms. Their audio/video systems are fragmented and isolated. A digital distributed converged management system is required to enable unified cross-center dispatch and control.
2. 4K HD Multi-View Collaborative Display Daily operations across centers require simultaneous access to surveillance feeds, GIS maps, data analytics, and conference video. The system must support 4K@60Hz ultra-HD encoding/decoding and flexible multi-view switching to video walls, meeting collaborative analysis and integrated display needs.
3. 24/7 Comprehensive Monitoring & Control Police operations run continuously. The AV system must deliver high reliability (dual-network redundancy), ultra-low latency, and zero single-point-of-failure risk, ensuring uninterrupted, round-the-clock operation.
4. Integration of Conferencing & Command Conference rooms must serve not only for daily consultations but also for video conferencing, remote dispatch, and emergency command. The system integrates eight major subsystems (4K video conferencing, digital conferencing, central control, recording & broadcasting, etc.) to enable "multi-purpose, one-space" functionality.
5. High-Reliability Dual-Network Architecture (Optical + Wired) Police networks demand extremely high security and redundancy. Benxi PSB has deployed two independent networks — optical fiber and wired. The distributed system supports dual-network backup, guaranteeing zero service interruption if a single link fails.
6. Smart Upgrade of Administrative Approval Hall Public-facing service windows (Administrative Approval Hall) require premium AV experiences. The legacy system was upgraded to a dual-diaphragm conference system, professional audio reinforcement, and a seamless video switching matrix — significantly improving the audiovisual experience and service efficiency for visiting citizens.
Implementation Outcomes

"One-Stop" Full-Stack Delivery, Unified Brand & Service All eight major subsystems (4K video conferencing, video wall processing, digital conferencing, audio reinforcement, 4K60 distributed management, audio processing, central control, and HD recording) are provided by IFREECOMM. Multi-source signals (surveillance, GIS, data analytics, conferences) are encoded/decoded, stitched, dispatched, and displayed on a single platform — meeting the public security sector's extreme demands for visual clarity and detail.

Full Coverage Across Key Centers with Cross-Center Collaborative Dispatch The system covers the 110 Call Center, Command Center, Operations Center, Anti-Fraud Center, Video Control Center, Multi-function Conference Rooms, Press Conference Hall, and all other critical venues. Enables cross-center collaborative analysis and integrated display for 24/7, comprehensive monitoring and control.
5. High-Reliability Optical + Wired Dual-Network Backup Benxi PSB deployed two independent physical networks (one optical fiber + one wired). The distributed system supports automatic dual-network switchover, guaranteeing zero interruption to core operations even if a single network link fails.
6. Smart Upgrade of the Administrative Approval Hall Beyond the command center ecosystem, the Administrative Approval Hall was simultaneously upgraded with a dual-diaphragm conference system, "Liyin" professional audio reinforcement, and a seamless integrated video matrix — significantly elevating the audio-visual experience and service efficiency at public-facing service windows.
