The Taiyuan Municipal Medical Security Bureau is a government department under the Taiyuan Municipal People’s Government, responsible for refining the integrated basic medical insurance system for urban and rural residents and the critical illness insurance system; establishing a multi-tiered, universally covered, and integrated urban-rural medical security system; continuously improving medical security standards; ensuring rational, safe, and controllable use of medical insurance funds; advancing the “triple integration” reform of healthcare, medical insurance, and pharmaceuticals; and better meeting public healthcare needs while reducing medication costs.

To enhance daily collaboration and communication efficiency—and enable rapid, timely meetings and remote business training with subordinate districts and counties—the Taiyuan Municipal Medical Security Bureau, with IFREECOMM’s support in 2022, deployed a video conferencing system that connects upward to the Shanxi Provincial Medical Security Bureau and downward to all district- and county-level departments across the city, supporting core applications such as video meetings, work reporting/policy dissemination, business learning and training, and emergency consultations.
Citywide coverage, seamless provincial connectivity
The IFREECOMM-deployed video conferencing system uses the Taiyuan Municipal Medical Security Bureau as the main venue and district/county units as branch venues—covering all 10 district- and county-level medical security bureaus (Xiaodian, Yingze, Xinghualing, Jiancaoping, Wanbailin, Jinyuan, Gujiao City, Qingxu County, Yangqu County, and Loufan County), as well as the Municipal Pharmaceutical Procurement Center and Municipal Medical Insurance Center. This has established a more efficient communication mechanism, enabling rapid dissemination of key guidance and policy interpretations from higher-level authorities—and accelerating information flow and operational alignment between provincial, municipal, and district/county levels—to elevate overall business management capabilities.

IFREECOMM deployed a high-performance, fully adaptive conference MCU built on an all-new hardware platform, supporting full 1080P encoding/decoding. It automatically identifies and adapts to all connected endpoints—regardless of bandwidth, resolution, or protocol—making video conferencing simpler and more intuitive.

Multi-scenario, multi-purpose applications
Since deployment, the Taiyuan Municipal Medical Security Bureau has used IFREECOMM’s video conferencing platform to initiate on-demand and scheduled remote meetings—rapidly disseminating and interpreting healthcare, medical insurance, and pharmaceutical policies and directives to all districts and counties; organizing staff training; and monitoring implementation of key initiatives. District- and county-level units likewise report progress, consult, and seek approvals during these sessions. For emergencies—such as the COVID-19 pandemic—the bureau quickly convened emergency video consultations with all district- and county-level medical security units per its contingency plan, enabling rapid coordination and task assignment.
