At the Liuyang Municipal Safety Supervision Command & Dispatch Center, an electronic map displayed on large screens visually shows enterprise distribution. Camera icons mark key surveillance camera locations, enabling instant selection of feeds and access to enterprise-related information.
Meanwhile, dispatch personnel push inspection tasks to frontline inspectors equipped with handheld body-worn cameras. Inspectors conduct real-time patrols at designated enterprises and instantly report location data, live audio/video, hazardous source status, and other field conditions—ensuring up-to-the-minute visibility into frontline safety oversight.

A three-tier supervision model—municipal–township–enterprise—has been established. Township sub-control center displays allow duty staff to monitor real-time值守 status at enterprise control rooms. Likewise, the municipal central control center can view live feeds from every township control room—enabling end-to-end oversight: municipal center monitors township centers; township centers monitor affiliated enterprise control rooms. This layered structure strengthens the entire workplace safety chain.
In practice, the municipal center, township sub-centers, and enterprise control rooms jointly display real-time footage and critical environmental parameters (e.g., temperature, gas concentration) for major hazard sources. Automated alerts trigger immediately upon anomalies—nipping potential accidents in the bud.
“Routine + Emergency” Dual-Mode Operation: One System, Multiple Functions
During emergencies, frontline staff use body-worn devices to communicate instantly with superiors, receive instructions in real time, and stream live footage directly to both township and municipal platforms. Control center dashboards simultaneously display incident scenes and surrounding surveillance feeds. Duty personnel at the municipal and township centers activate emergency response protocols—immediately convening on-duty leaders and relevant departments for coordinated command and rescue.
