Heyuan City is located in the northeast of Guangdong Province and administers one district and five counties. Its terrain is complex—predominantly mountainous and hilly—and its population is equally diverse: home to Guangdong’s only She ethnic township, as well as residents with family ties to Hong Kong, Macau, Taiwan, and overseas Chinese communities.

To build “Peaceful Heyuan” and effectively enhance villagers’ sense of security and well-being, IFREECOMM adopts the “1+21” model—supporting the Heyuan Municipal Comprehensive Governance Center in building one central governance platform, while enabling each county/district and township to deploy subordinate platforms and governance rooms. This establishes a three-tier (city–county–township) comprehensive governance system: vertically integrating governance units across all levels for rapid response and efficient command; and horizontally connecting relevant departments to achieve resource integration, coordinated action, and integrated operations—creating a high-standard, high-quality Skynet Project demonstration site.
Multi-Service Integration: Building a Visualized “Comprehensive Governance Brain”
The Heyuan Municipal Comprehensive Governance Center serves as both the “command center” for social security governance and the “guardian” of public safety. Proactive prevention, efficient data aggregation, rapid analysis, and scientific incident response are key to achieving harmonious development. IFREECOMM integrates GIS applications—using geographic information as foundational data—to display real-time locations of fixed surveillance points, HD cameras, patrol vehicles, mobile command boxes, and frontline personnel on an interactive map. The system supports live video feeds, audio/video communications, and emergency command capabilities—enabling visualized, flat-layered comprehensive management and delivering integrated prevention and holistic decision-making.
For video surveillance integration, the system connects via surveillance gateways to VMS platforms, DVRs, NVRs, and IP cameras—allowing live video feeds to be displayed in real time on dispatch consoles or emergency consultation meetings. This ensures constant situational awareness of critical areas such as village checkpoints and major roadways. Additionally, the system supports pre-defined emergency response plans: during major incidents, the command center can instantly bundle required resources into one or more customized plans.
Routine Patrols: Eliminating “Blind Spots” in Public Safety
For daily inspection and law enforcement scenarios, the Comprehensive Governance Command Center can define patrol routes, schedules, and assigned personnel—and issue them as digital “tasks” to frontline inspectors or grid managers. During patrols, staff can instantly report violations or security hazards by uploading photos, videos, or text descriptions directly to the command center for prompt resolution.
When encountering emergencies, field personnel can trigger alerts via handheld devices. A visual and audible alarm then appears on the corresponding location in the command center’s GIS map. Dispatchers can remotely activate real-time audio/video streaming from the front-end device—without requiring any on-site operation—so the command center gains immediate situational awareness.
Moreover, the command center can initiate point-to-point audio/video calls with field personnel via dispatch consoles, meeting terminals, or other front-end devices—providing remote guidance or assistance in handling urgent situations.

Mobilizing the Public: Achieving “Community-Based Prevention and Governance”
Local residents are vital to the success of the Skynet Project. Under the leadership of neighborhood/village committees, the Community-Based Prevention & Governance App engages community police officers, grid managers, internal security personnel, volunteers, and villagers in day-to-day community management—empowering them to identify and promptly report issues or risks. Meanwhile, comprehensive governance platforms at all levels can broadcast policy updates, welfare programs, and other official information directly to residents via live streaming or on-demand video—fostering public participation, enabling public oversight, delivering tangible benefits, and strengthening grassroots support.
In addition, the Community-Based Prevention & Governance App delivers essential livelihood services—including care for left-behind populations, primary healthcare access, and public safety education—truly putting “serving the people” into practice.
Going forward, IFREECOMM will continue empowering “Peaceful Heyuan” by expanding the application scope of the Skynet Project, further enhancing the operational capabilities of comprehensive governance centers, and maximizing overall system effectiveness.
