In recent years, as public expectations for social security continue to rise, the operational demands on public security agencies have evolved significantly. In today’s hyper-connected media environment, rapid response, seamless coordination, efficient operations, and timely resolution of incidents have become key indicators of a public security system’s integrated command and emergency response capabilities.
To address these needs, IFREECOMM has deployed a citywide comprehensive emergency command and dispatch system for the Wuhan Municipal Public Security Bureau. This includes a video fusion management platform hosted in the bureau’s data center, along with mobile smart terminals and emergency desk video terminals deployed across municipal units, branch bureaus, police stations, and specialized patrol teams—enabling unified dispatch, visualized command, and real-time emergency response.

One Platform for Efficient Emergency Command
At the command center, dispatchers receive alerts and instantly identify the nearest available field units via real-time location data displayed on an interactive map—enabling rapid deployment and on-site response.
Frontline officers trigger pre-defined emergency protocols using the “one-touch alert” function on their mobile smart terminals, establishing live audio-video communication with the command center. Based on real-time video and audio feeds from the field, the center can immediately direct on-site actions and coordinate supporting personnel—significantly accelerating decision-making and improving rapid force mobilization.
Additionally, Wuhan Public Security has built a comprehensive emergency response plan system on this platform, with clearly defined organizational structures, standardized workflows, and targeted response measures for various public emergencies—ensuring orderly, efficient incident handling.
One System for High-Frequency Policing Applications
Intelligent Law Enforcement Patrol: During routine patrols or dispute resolution, frontline officers use their mobile smart terminals to capture photos, videos, and voice recordings—automatically uploaded via 4G to the command center’s cloud platform, ensuring full traceability of law enforcement procedures.

Fusion Video Conferencing: All dispatch workstations integrate IFREECOMM’s software-based video conferencing, enabling Wuhan Municipal Public Security to convene citywide or station-level video meetings anytime—such as routine briefings or remote training sessions—providing robust technical support for policing digitalization.
Full Video Surveillance Integration: During emergency consultations or command operations, the platform seamlessly integrates with Wuhan’s public security social governance video surveillance system—supporting real-time video retrieval, playback, and review to facilitate fast, evidence-based decision-making.
The system also supports additional applications—including Party building functions.
One Terminal for Mobile Policing Needs
The mobile smart terminals provided to officers serve dual purposes: as general-purpose law enforcement devices for capturing and uploading evidence, and as mobile office tools integrated with the Police OA system.
For information security, the terminals connect securely to the public security network via the Police Mobile Access Security Platform—ensuring confidentiality, integrity, and non-repudiation of data transmitted over public networks. Operationally, the terminals already support instant queries, data collection and reporting, and on-site case handling—evolving into a fully functional, high-efficiency mobile platform equivalent to fixed terminals on the public security intranet, enabling true mobile office operations and enhancing grassroots policing effectiveness.

Looking ahead, IFREECOMM will continue building resilient, next-generation emergency command systems for public security agencies nationwide—guided by the principles of intelligence, precision, integration, and efficiency—to ensure technology serves the people.
