1. Difficult Cross-Level Command Coordination and Inefficient Information Flow
Emergency management involves multi-level coordination across provincial, municipal, county, and township levels. Traditional communication via phone calls and WeChat groups is fragmented, leading to delays in issuing directives and receiving feedback. When emergencies occur, there is no unified platform to quickly connect multiple departments and levels for real-time consultations, resulting in lengthy decision-making chains. Duty inspection data and emergency command data are siloed, making integrated "peacetime-wartime" unified dispatch impossible.
2. Traditional Inspection Methods, Extensive Blind Spots, and High Labor Costs Daily inspections rely on manual site visits, paper records, or standalone cameras, with limited coverage — remote mountainous areas and high-risk zones remain monitoring blind spots. Video conferencing systems are typically deployed independently with varying brands, creating "information silos" between upper/lower levels and peer departments, making rapid video sharing difficult. Inspection results are mostly archived after the fact, lacking real-time visibility and traceable digital management tools.

A single electronic map visualizes the province-wide distribution of emergency resources, risk points, inspection routes, and real-time status.

Ultra-Low-Latency HD Transmission with High-Availability Networking for Complex Mountainous Terrain Employs ultra-low-latency video transmission technology (≤35ms), maintaining smooth 1080P/4K HD backhaul even across Guizhou's complex mountainous networks, weak-signal environments, or private networks — eliminating lag, screen corruption, and disconnections. Supports multi-mode access and intelligent switching across 5G/4G/government extranet/satellite links, ensuring "no connectivity loss even during network outages" in extreme disasters.
